沙特标准、计量和质量总局（简称SASO）颁布了一项有关IECEE的技术法规，宣布9类产品正式列入SASO IECEE Recognition Certificate 的管控范围。法规规定管控产品需提前获取SASO出具的IECEE Recognition Certificate证书，SASO CoC检验也将要求客户提供此证书。
1. CB和IECEE类产品（管制产品）
SASO于2018年7月5日发布最新的公告，具体的管控目录已更新。
沙特标准、计量和质量总局协同沙特海关近期宣布了第二阶段须获取SASO IECEE Recognition Certificate证书的产品类别。
手机，手机电池，充电器，蓝牙耳机，其他手机配件（车充，数据线，无线充等），移动电源，平板电脑，水泵，洗碗机，电视机，显示器，显示屏，笔记本电脑，电子手表
从实施之日起，管控范围内未获得SASO IECEE Recognition Certificate证书的产品，沙特海关将不予以清关放行。
灯具产品将推后至2018年12月执行，官方公告发布具体强制实施日期2019年1月1日。

2.GCC类产品(管制产品)
GCC范围内产品出口沙特, 2019年3月15日后,认证机构将不再颁发coc证书,产品需在SABER系统上注册。 2019年 4月1日后,未在SAB ER系上注册的产品将不能清关
GCC类产品如下：
A家电类产品: 电风扇，冰箱，旋转脱水器，洗衣机，滚筒干衣机，干衣机和毛巾架，厨房器具，皮肤及毛发护理器具，室内加热器，贮热式房间加热器，微波炉，固定式电灶、灶台、烤炉及类似器具，安全烤架、面包片烘烤器及类似便携式烧烤器具，保温板和类似器具，深油炸锅,油煎锅及类似器具，液体加热器，有电气连接的气体、油和固体燃料燃烧器具，贮水式电热水器，快热式热水器，固定浸入式加热器，便携浸入式加热器，电熨斗，熨烫机，织物蒸汽熨斗，电池充电器，电动热泵、空调器和去湿器
B 儿童玩具：儿童推车，儿童摇椅，电动玩具，塑件玩具，弹射玩具，娃娃玩具和布偶玩具等
C 家用强电产品：墙壁插座，桌面插座，移动式插座和插头，电源线及
延长线。
3.IEC报告和其他低压类产品（非管制产品）
2019年4月1日SABER正式实施,首批管制产品为低压电器、和润滑油,以上产品从4月1号起只有通过SABER来申请 SC才可以出货,否则会无法清关,必须持有SABER平台签发的符合性证书才可以在沙特海关进行清关

1, SABER认证,是指针对非沙特本土企业（即出口至沙特的企业）进行的符合性认证评估计划,因此对于中国出口企业而言,需要务必关注的是SABER认证计划
2, SABER是新推出的基于原有的SASO认证的升级版,也是即将取代SASO认证的新的认证认可计划
SABER系统
SABER平台允许投资者和本地制造商针对无论是以进口还是本地制造的方式进入沙特市场的消费品获取规定的电子符合性认证证书和批次货物符合性认证证书。该平台旨在保护企业，避免欺诈，并确保产品没有可能影响消费者健康和安全的缺陷。
通过SABER系统，进口商和本地制造商可方便地为产品申请符合性认证证书和批次货物符合性认证证书。
SABER系统机制分为以下三个步骤。
*产品的风险等级
系统根据提供的HS代码和产品类别分配产品的风险等级。未受沙特阿拉伯技术法规监管的产品被归为低风险产品。

1, SABER是一项关于前往沙特购拉伯的产品及批次货物符合性认证的新评估项目. Saberi书的重要性在于确认产品是否符合沙特的标准和规范,并在进口任何高风险或中等风险产品时保护投资者免受欺诈,R时防止虚投和不合格产品,确保产品不会影响消费者的健康和安全。
2, SABER认证是SASO推出的一个新的在线申请系饶, SABER就是一个网络工具,用于产品注册、发行和获取符合性CoC证书
3.SABER认证流程
第一阶段: PC证书(产品符合性证书)
1.进口商注册SABER平台系统账户
SABER网址: httpa: //saber.sa,
2.进口商向SABER系输入申请信息
SABER进口商注册获得SABER账户和密码
需要输入的信息包括:
a.进口商的公司名称和地址
b.进口商的商业注册号CR Number
c.联系人名称、职位、电子签名
d.负责人名称和负责人职位,电子签名
e.个人的身份证号
3,进口商在SABER平台系统中选择一家符合性评估认证机构
4.支付PCoC证书费用
5·发证机构收到申请,联系制造/出口商提供认证文件
认证文件（GCC类提供GCC证书，灯具提供CB EER IECEE注册文件，CB类产品提供CB和IECEE注册文件，其他类提供IEC报告）
6.评估认证文件,并提交审核通过的文件至SABER平台;
7.SABER平台在线签发PCoC证书,证书有效期1年
第二阶段: SCOC证书(装运符合性证书)
* 对于未受沙特阿拉伯技术法规监管的产品，只需通过SABER批准的表格提交自我声明即可，无需产品符合证书，这些未受监管的产品可以直接申请装运符合性证书模式出货。
1.进口商向SABER系提交SCoC申请:
2.对受管制产品进行验证并提交符合文件;
符合文件：产品的符合性证书或自我声明，装箱单，发票，提单等
3.支付SCoc费用;
4. SABER平台在线签发SCoC证书,证书只针对该批次进口的货物有效.
SABER系统格产品认证申请分为了三个步骤:
1. Product Listing申请产品注册;
. Product Certification 申请产品证书;
3. Shipment Certification申请批次货物证书.
其中product listing属于自愿性申请. Product Certification (简称PC)和 Shipment Certification (简称SC)属于强制性申请.
产品首先要先申请PC证书,然后出货时针对每-批货申请SC证书,这两张证书是货物进入沙特必备的清关文件.
证书收费由SASO通过SABER系统在线收取,针对每比货的SC证书也将是固定收费,不再做过去COC那样根据货物的价值收费。
关于SABER符合性认证计划:
SABER是集设定法、技术要求和控制措施为一体的综合体系,其目标在于确保本土产品与进口产品的安全.
同时也是为了确保立法和管理部门能提供有效的服务,即可通过这项措来确保产品符合技术法规,特别是涉及到健康,安全、环境和能游保护相关的基本技术法规来保证其安全性.
